Plan of Action on Subnational Governments, Cities and Other Local Authorities on Biodiversity 2011-2020

Taking full advantage of the immense potential of local authorities to contribute to the implementation of the Convention, the Global Partnership and a number of CBD Parties proposed to complement COP decision IX/28, adopted in Bonn, with a broader Plan of Action on Subnational Governments, Cities and Other Local Authorities for Biodiversity. Building on the experiences and lessons learned by leading cities and Parties, the plan provides suggestions to Parties on how to mobilize and coordinate local actions on biodiversity, to take CBD issues to urban residents, and to bring national strategies and plans into the urban context. A set of objectives, monitoring and reporting guidelines, as well as suggested activities for implementation are presented in the plan, as well as an appropriate institutional framework for optimizing synergies between Parties, UN and development agencies, NGOs and networks of cities. Publications such as the ICLEI LAB manual for local authorities and the SCBD/UN-HABITAT guidebook.

The Process

A first draft plan of action was distributed by the Secretariat at Second Curitiba Meeting on Cities and Biodiversity, Curitiba, Brazil, 6-8 January 2010. Participants were invited to further develop the draft plan of action on cities and biodiversity, to take note of the information provided by the speakers and facilitators of the meeting in view of developing the draft plan of action, and share their comments on the draft plan in writing. The meeting adopted by consensus the following process in view of taking the draft plan of action to COP10:

  1. Participants received a first version of the draft plan on January 6th in Curitiba;
  2. Participants were invited to provide comments on the draft plan until 21 January. The Secretariat has compiled the submissions and a revised version was circulated within a group of selected partners and Parties (also available here);
  3. The final draft, as part of a draft COP decision, was sent by Brazil to the Secretariat for distribution to all Parties and posting on this web page;
  4. Negotiations took place as part of COP10 agenda item 4.9 “Cooperation with other conventions and international organizations and initiatives, engagement of stakeholders, including business and biodiversity, cities and biodiversity, and South/South cooperation”;
  5. The decision and the plan were also be validated at the City Biodiversity Summit 2010;
  6. The decision and the plan were submitted by Brazil to COP10, which adopted the proposal as Decision X/22.
  7. The first meeting on the implementation of the Plan of Action was held in Montpellier, France, on 17-19 January 2011.

Best Practices: Implementation of the Plan of Action at the Subnational and Local levels

The Plan of Action calls for dissemination of best practices to better promote local efforts and to facilitate communications between all levels of government, and for those governments to work together in developing their respective biodiversity strategies and action plans. As a way to facilitate exchanges, sub-national and local governments who wish to share their experiences in developing their strategies and action plans in collaboration with CBD Parties (or other governments) are invited to submit their contribution to : secretariat@cbd.int.
