At its tenth meeting in Aichi-Nagoya, Japan, the Conference of the Parties (COP) adopted the
Strategic Plan for Biodiversity 2011-2020, including twenty ambitious however realistic targets known as the Aichi Biodiversity Targets. One of these targets (Target 20) specifically relates to the mobilization of financial resources to ensure that:
“By 2020, at the latest, the mobilization of financial resources for effectively implementing the Strategic Plan for Biodiversity 2011-2020 from all sources, and in accordance with the consolidated and agreed process in the Strategy for Resource Mobilization, should increase substantially from the current levels. This target will be subject to changes contingent to resource needs assessments to be developed and reported by Parties.” During its tenth meeting, the COP further decided to adopt targets for resource mobilization at its eleventh meeting, providing that certain conditions are met
(Decision X/3), and also to conduct a specific assessment on the funding needs for the sixth replenishment of the Global Environment Facility (GEF-6)
(Decision X/23). The COP also adopted indicators for monitoring the implementation of the Strategy for Resource Mobilization and established the steps for a process to be carried out prior to COP-11, making use of these indicators (paragraph 8). Through its
Decisions X/2 and
Decision X/3, the COP also reiterated that national implementation of the Strategic Plan for Biodiversity 2011-2020 and the Strategy for Resource Mobilization should include the elaboration of country-specific resource mobilization strategies in the framework of updated National Biodiversity Strategies and Action Plans (NBSAPs). This work builds from the Strategy for Resource Mobilization that was adopted by the Conference of the Parties at its ninth meeting
(Decision IX/11).
