The Global Environment Facility (GEF) has been designated as the institutional structure to operate the financial mechanism of the Convention on Biological Diversity. A Memorandum of Understanding between the Conference of the Parties to the Convention and the Council of the GEF governs the relationship between the GEF and the Convention.

  Essentially, the Conference of the Parties to the Convention agreed to provide guidance to the financial mechanism, periodically review the effectiveness of the financial mechanism and determine funding requirements. The financial mechanism shall function under the authority and guidance of and be accountable to the Conference of the Parties for the purposes of the Convention. The searchable database on GEF Council decisions has been developed to facilitate better understanding of GEF and monitoring of GEF activities as related to biological diversity.
