Third meeting of the Ad Hoc Open-ended Intergovernmental Committee for the Nagoya Protocol on Access and Benefit-sharing

Presentations and Panel discussion on the implications for biological collections of the proposed EU-wide Regulation on Implementing the Nagoya Protocol together with an examination of the roles of such collections in the utilisation of genetic resources. The development and adoption by sectors of agreed best practices and codes of conduct is likely to prove a key element in compliance with and understanding of the Nagoya Protocol, and is an important part of the proposed EU Regulation. Building on agreements developed for non-commercial biodiversity research among botanic gardens and natural science collections CETAF has prepared a set of documents agreed across its membership, which encompasses zoological, botanical and microbiological collections and research bodies, as well as botanical gardens. These include a ‘Use of Material’ document, a Code of Conduct and Best Practice, to which will be added standard Material Transfer Agreements. The aim of all of these is to give surety to both Countries of Origin and the research institutions, while minimizing disruption to delivery of the benefits to Parties as called for under the Global Taxonomy Initiative. These documents will be presented for discussion, with the hope that participants in the side event will help us refine them and later share them with taxonomic institutions in their own countries. The other relevant aspect of the draft Regulation is the establishment of a Register of Collections; experience of a similar system in Australia will be presented for discussion.
