Preliminary assessment of latest NBSAPs in light of the Aichi targets and project launch on “Legal Preparedness for NBSAP implementation

Christian Prip and Balakrishna Pisupati (both Fridtjof Nansen Institute, FNI) will present the preliminary results of a post-COP10 NBSAP review. The preliminary review assesses NBSAP preparation processes on the basis of the information provided in the NBSAPs; the legal preparedness of countries to implement NBSAPs; the extent to which NBSAPs encompass the Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Targets; coverage of indicators and measures for monitoring and review and the coverage of resource mobilization aspects. The review was commissioned from the UNEP funded project “Support to GEF eligible countries for achieving Aichi Biodiversity Target 17 through a Globally Guided NBSAPs Update Process”. The donor was the Global Environment Fund. The aim of the side event is to enable participants to draw lessons learned from the completed NBSAPs to be fed into the large number of NBSAPs that are still under preparation. The side event will also feature the launch of a UNEP project that has been jointly developed with our partner International Development Law Organization (IDLO) on “Legal Preparedness for NBSAP implementation”. A major challenge faced by many Parties moving towards NBSAP implementation is the legal, policy and institutional environment in which they are working. In the absence of an enabling environment, effective implementation of NBSAPs and mobilising the required resources will prove difficult, or even impossible, preventing the achievement of the Strategic Plan for Biodiversity at the global level. Through the establishment of a global knowledge base and the subsequent provision of guidance and training the project aims to strengthen the legal and policy capacity of developing countries and potentially countries with economies in transition to implement the Strategic Plan for Biodiversity 2011-2020 and its Aichi Targets.
