Notification to: All National Focal Points under the Convention and its Protocol
Methodological and Implementation Guidance for the “Indicators for Monitoring the Implementation of the Convention’s Strategy for Resources Mobilization”
The Conference of the Parties, through its decision X/3, adopted fifteen indicators for monitoring the implementation of the strategy for resource mobilization (paragraph 7) and set out the steps in a process to be carried out prior to the eleventh meeting of the Conference of the Parties to the Convention on Biological Diversity (COP 11), making use of these indicators (paragraph 8). In addition, through paragraph 8(i) of decision X/3, the Conference of the Parties decided to adopt targets for the Strategy for Resource Mobilization at its eleventh meeting provided that robust baselines have been identified and endorsed and that an effective reporting framework has been adopted. In the same decision the Secretariat was requested to develop methodological guidance and guidelines for the application of the indicators and the establishment of a baseline year.

I wish to inform you that, further to consultations with the Co-Chairs of the Ad Hoc Open-ended Intergovernmental Committee for the Nagoya Protocol on Access and Benefit-sharing and with the Government of India as the host, the Second meeting of the Intergovernmental Committee (ICNP-2) initially planned to be held from 9-13 April 2012 has now been postponed. The new dates and venue of the meeting will be announced very shortly.

I am very pleased to inform that Mr. Braulio Ferreira de Souza Dias, the new Executive Secretary of the Secretariat of the Convention on Biological Diversity will take up his assignment on 15 February 2012. With immediate effect all correspondence addressed to the Executive Secretary should be forwarded to secretariat@cbd.int.
It has been an honor for me to serve the Parties and the Convention for the last six years. I have no doubt that under its new leadership the Secretariat will continue to provide its full support to the Parties to fulfill the Nagoya Biodiversity Compact.

In paragraph 5(b) of that decision, the Executive Secretary was requested to prepare, in consultation with the informal advisory committee and interested Parties, a realistic work programme for the clearing-house mechanism, in line with the Strategic Plan for Biodiversity 2011-2020.

The Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP MOP), in paragraph 12 of its decision BS-V/12, requested Parties and invited other Governments and relevant organizations to submit to the Executive Secretary (i) information on risk assessments, carried out on a case-by-case basis with regards to the receiving environment of the living modified organism, that might assist Parties in the identification of living modified organisms that are not likely to have adverse effects on the conservation and sustainable use of biological diversity, taking also into account risks to human health, and (ii) the criteria that were considered for the identification of such living modified organisms.

In accordance with its Article 17, the Supplementary Protocol will be closed for signature after 6 March 2012.
