The informal consultations will be held in the same venue as the meeting of the Working Group: the Centro de Eventos Valle Del Pacífico (CEVP), in Cali, Colombia. In addition, in accordance with decision IX/12, paragraph 5, arrangements have been made for regional and interregional consultations.

I am pleased to inform you that, in response to Decision BS-IV/2 of the fourth meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol (COP-MOP), the Global Environment Facility Council, at its meeting held in November 2009, approved the UNEP-GEF Project for Continued Enhancement of National Capacities for Effective Participation in the BCH. This second global project is intended to further assist countries in effectively utilizing the BCH, building on the experiences, methods and achievements of the first BCH Project.

The Parties to the Convention have recognized the importance of the participation of indigenous and local communities in the elaboration and negotiation of the international regime on access and benefit sharing in the preamble of decision IX/12 and in paragraphs 18 and 19 of that decision, which encourages Parties, other governments and international organizations to provide the ways and means to allow for sufficient preparation and to facilitate effective participation of indigenous and local communities, including through national and regional workshops, in the process of the negotiation and elaboration of the international regime, in accordance with decision VIII/5 C.

Decision IX/12 on Access and Benefit-sharing: Regional Consultations in support of the finalization of the International Regime on Access and Benefit-sharing Regional Consultation for African Countries, 4-6 March 2010, Windhoek, Namibia
In decision IX/12 on Access and Benefit-sharing, paragraph 17, the Conference of the Parties (COP) emphasized the importance of consultations to advance the negotiations of the International Regime on Access and Benefit-sharing and requested the Co-Chairs of the Ad Hoc Open-ended Working Group on Access and Benefit-sharing (WG-ABS) to be instrumental in organizing and facilitating such consultations during the intersessional period. It also encouraged Parties and stakeholders to carry out bilateral, regional and interregional meetings and consultations and called upon donors and relevant organizations to provide financial resources necessary for such meetings and consultations.
