Preparatory processes and milestones towards COP-MOP 3

Item 2. Organizational matters

2.1 Adoption of agenda

Background: The Conference of the Parties serving as the meeting of the Parties to the Nagoya Protocol (COP-MOP) will consider the draft provisional agenda for its third meeting which the Executive Secretary has prepared in consultation with the Bureau.

2.2 Election of substitute officers

Background: In electing officers for the Bureau to serve from the closure of the fourteenth meeting of the Conference of the Parties (COP) to the closure of the fifteenth meeting of the COP, the third meeting of the Parties to the Nagoya Protocol will elect substitute officers if any member of the COP Bureau is from a Party to the Convention that is not a Party to the Nagoya Protocol at that time.

2.3 Organization of work

Background: The COP-MOP will consider and adopt the organization of work for its third meeting. The meeting will be held concurrently with the fourteenth meeting of the COP and the ninth meeting of the Parties to the Cartagena Protocol on Biosafety.

Item 3. Report on the Credentials of Representatives to the Third Meeting of the Conference of the Parties serving as the meeting of the Parties to the Nagoya Protocol

Background: Parties are required by the rules of procedure to submit to the Executive Secretary the credentials of representatives and the names of alternate representatives and advisers not later than twenty-four hours after the opening of the meeting. The Bureau will examine the credentials and the meeting will be invited to consider and adopt the report on the credentials submitted to it by the Bureau.

Item 4. Report of the Compliance Committee (Article 30)

Background: The first meeting of the COP-MOP adopted procedures and mechanisms on compliance which included the establishment of a Compliance Committee. The Compliance Committee will hold its second meeting in the 2017-2018 biennium. COP-MOP3 will be invited to consider the report and recommendations of the Compliance Committee and to take appropriate actions.

Item 5. Report of the Subsidiary Body on Implementation

Background: The second meeting of the COP-MOP requested the Subsidiary Body on Implementation to consider a number of issues related to the implementation of the Nagoya Protocol. COP-MOP 3 will be invited to take note of the report of the Subsidiary Body on Implementation. Discussions on substantive matters will be considered under the relevant agenda items (see COP-MOP agenda items 9, 14, 15, 16).

Item 6. Report of the Subsidiary Body on Scientific, Technical and Technological Advice (22nd meeting)

Background: The second meeting of the COP-MOP requested the Subsidiary Body on Scientific, Technical and Technological Advice to consider the outcomes of the ad hoc technical expert group on digital sequence information on genetic resources. COP-MOP3 will be invited to take note of the report of the Subsidiary Body on Scientific, Technical and Technological Advice. Discussions on substantive matters will be considered under agenda item 13.

Item 7. Monitoring and reporting (Article 29)

Background: The first meeting of the COP-MOP agreed on the format and guidelines for submission of an interim national report on the implementation of the Nagoya Protocol. COP-MOP3 will be invited to consider an analysis of the information contained in the interim national reports, as well as a proposal for intervals of reporting, and adopt a decision in this regard.

Item 8. The Access and Benefit-sharing Clearing-House and Information-sharing (Article 14)

Background: The second meeting of the COP-MOP decided that the informal advisory committee to the Access and Benefit-sharing Clearing-House would hold at least one meeting in the 2017-2018 biennium. COP-MOP 3 will be invited to consider the report of the Executive Secretary on the administration and implementation of the Access and Benefit-sharing Clearing-House and adopt a decision in this regard.

Item 9. Assessment and review of the effectiveness of the Protocol (Article 31)

Background: The second meeting of the COP-MOP agreed on the elements and sources of information to be included in the first evaluation of the effectiveness of the Protocol. COP-MOP3 will be invited to consider the recommendations of the second meeting of the Subsidiary Body on Implementation on assessment and review and to take appropriate actions.

Item 10. Measures to assist in capacity-building and capacity development (Article 22)

Background: The second meeting of the COP-MOP decided that the informal advisory committee on capacity-building for the implementation of the Nagoya Protocol would hold at least one meeting in the 2017-2018 biennium. COP-MOP3 will be invited to consider the report of the Executive Secretary on progress made in the implementation of the strategic framework for capacity-building and adopt a decision in this regard.

Item 11. Measures to raise awareness of the importance of genetic resources and associated traditional knowledge (Article 21)

Item 12. Financial mechanism and resources (Article 25)

Background: COP-MOP3 will be invited to consider the information provided in the note by Executive Secretary, also taking into account the report of the Council of the Global Environment Facility to the fourteenth meeting of the COP, and to adopt a decision in this regard.

Item 13. Digital sequence information on genetic resources

Background: The thirteenth meeting of the COP and the second meeting of the COP-MOP decided on a coordinated and non-duplicative approach to the issue of digital sequence information on genetic resources. An ad hoc technical expert group (AHTEG) on digital sequence information on genetic resources was established and will hold a meeting in February 2018. The AHTEG will submit the outcomes of its work to the 22nd meeting of the Subsidiary Body on Scientific, Technical and Technological Advice. COP-MOP3 will be invited to consider the recommendations of the SBSTTA and take appropriate actions.

Item 14. The need for and modalities of a global multilateral benefit-sharing mechanism (Article 10)

Background: The second meeting of the COP-MOP invited Parties and others to submit information on different aspects related to Article 10, and also invited the submission of views on the way forward in relation to Article 10. The information is to be considered by the Subsidiary Body on Implementation and by the COP-MOP. COP-MOP3 will be invited to consider the views and the recommendations of the Subsidiary Body on Implementation and take appropriate actions.

Background: COP-MOP 3 will be invited to consider the report of the Executive Secretary on cooperation with other international organizations, conventions and initiatives. The meeting will also be invited to consider the study related to Article 4(4) of the Nagoya Protocol and any related recommendations of the Subsidiary Body on Implementation.
