I am honoured to have this opportunity to address you on the occasion of the visit of His Excellency Enrique Peña Nieto, President of Mexico at this United Nations Biodiversity Conference, in Cancun, Mexico, 2016.

I am pleased to welcome you all to the thirteenth meeting of the Conference of the Parties to the Convention on Biological Diversity, the eighth meeting of the Conference of the Parties, serving as the meeting of the Parties to the Cartagena Protocol, and the second meeting of the Conference of the Parties serving as the meeting of the Parties to the Nagoya Protocol, here in Cancun, Mexico.

I and my colleagues here at the Secretariat are greatly saddened to learn that Dr. Calestous Juma, former Executive Secretary to the Convention on Biological Diversity, has passed away.

I call on all governments to send a clear message at COP 14 that safeguarding biodiversity is fundamental to our survival and to the well-being of everybody, everywhere.
