In its decision BS-I/5, paragraphs 6 and 7, and in decision BS-II/3, paragraph 15, the Conference of the Parties serving as the meeting of the Parties to the Protocol (COP-MOP) invited Parties and other Governments to submit their capacity-building needs and priorities to the Biosafety Clearing-House (BCH) and to periodically review and update their records. In paragraph 16 of decision BS-I/5, the Executive Secretary was requested to compile, on the basis of the information submitted, a summary report on capacity needs and priorities for consideration by the COP-MOP at its regular meetings and also make it available to donor Governments and relevant organizations, as appropriate.
