At its first meeting held in February 2004 in Kuala Lumpur, Malaysia, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP) adopted an Action Plan for Building Capacities for the Effective Implementation of the Protocol. Its objective is to facilitate the development and strengthening of capacities for the ratification and effective implementation of the Protocol at the national, sub regional, regional and global levels.
