Improving management capacity for effective protected areas management in the ACP area: the BIOPAMA Project

BIOPAMA (Biodiversity and Protected Areas Management) is a project financially supported with Intra-ACP (Africa, the Caribbean and Pacific countries) resources from the 10th European Development Fund (EDF). Targeting the long-term conservation of biodiversity in ACP (Africa, Caribbean and Pacific) regions and the reduction of poverty of populations surrounding protected areas, BIOPAMA is organised around two main components: one on protected areas which will be implemented by IUCN and the Joint Research Centre (JRC) of the European Commission, and another on Access and Benefit Sharing (ABS), which will be implemented by the multi-donor funded ABS Capacity Development Initiative, which is being administered by the German Development Cooperation (GIZ). This event will introduce BIOPAMA to the participants as well as some first results in setting up information services derived from the Digital Observatory for Protected Areas (DOPA) developed at JRC in collaboration with other international organisations (UNEP-WCMC, IUCN, GBIF, Birdlife International, …). These tools are designed to assess, monitor and possibly forecast biodiversity in protected areas in view to support better decision and policy making. IUCN, in charge of the capacity building programmes, will then discuss how these services will support their regional capacity building programmes that are developed in partnership with existing institutions, such as regional training centres. Last but not least, the ABS Capacity Development Initiative will further discuss the role of ABS in conservation management and their contribution to BIOPAMA. We will conclude the event by a discussion round on the plans to establish regional observatories in BIOPAMA that should be serving as platforms for data and information exchange and the capacity building programmes managed by the IUCN.
