Meeting
Eleventh meeting of the Conference of the Parties to the Convention on Biological Diversity (COP 11)

The Nagoya Protocol brought several new concepts and approaches into the international ABS debate: the type of intended utilization will decide about the applicability of the Protocol's rules, new obligations with regard to the rights of ILC to determine about access to and utilisation of their genetic resources and associated traditional knowledge have been created, Parties to the Protocol need to provide for user AND provider measures, all members are obliged to ensure that genetic resources and associated traditional knowledge utilized in their countries have been accessed with a PIC and more. But the Protocol to a large extent lacks substantive provisions on mechanisms and procedures for national implementation of these new concepts. International NGO experts will present their analysis of this paradigm shift and suggest approaches to build effective national ABS systems.
