Invitation to submit views on the assessment of entities and organizations under consideration to host the regional and/or subregional technical and scientific cooperation support centres

Dear Sir or Madam,

 

 In decision 15/8, the Conference of the Parties (COP) established a technical and scientific cooperation mechanism comprising a network of regional and/or subregional support centres, to be coordinated by a global coordination entity. The goal of the mechanism is to promote and facilitate cooperation among Parties and enable them to effectively utilize science, technology and innovation to support the implementation of the Convention and its Protocols, and the Kunming-Montreal Global Biodiversity Framework. The core functions of the regional and/or subregional support centres are outlined in paragraph 26 of the same decision.

 

In accordance with the process and modalities set out in paragraph 32(b) of the decision, the Secretariat, with the support of the Informal Advisory Group on Technical and Scientific Cooperation, has undertaken an assessment of the expressions of interest and the detailed proposals submitted by entities and organizations to host the regional and /or subregional support centres, based on the criteria specified in section III of annex II to the decision. 

 

On the basis of the assessment results, the Secretariat prepared, for the consideration of the Informal Advisory Group, a draft report with a ranked shortlist of entities and organizations per (sub)region, and provided information on how the selection criteria were applied. The Informal Advisory Group reviewed the draft during its third meeting on 19-21 February 2024 and prepared a report including its advice on the most suitable entities and organizations to host the regional and/or subregional support centres and the number of centres required. 

 

I am pleased to invite Parties to submit views on the report of the Informal Advisory Group available at: https://www.cbd.int/tsc/documents/assessmentreport.pdf.  Kindly submit your views and any relevant information, as soon as possible but no later than 18 April 2024, through an official letter addressed to the Executive Secretary, by e-mail to secretariat@cbd.int. Parties may also wish to provide their submissions through the central portal of the clearing-house mechanism using the link: https://chm.cbd.int/submit/submission/new?notification=2024-028.

 

The Secretariat will compile the views received and submit them, together with the report of the Informal Advisory Group, to the Bureau of the Conference of the Parties to assist in selecting the most suitable entities and organizations to host the regional and/or subregional support centres.
