Description This World Bank paper provides an overview of policy and institutional options available to developing countries for generating and accessing biotechnology tools, at the national, regional and global levels. It also reviews the role of regional and international agencies. Particular attention is given to how partnerships and market segmentation are being employed to access proprietary tools and technologies. Special attention is given to how strategies can be adjusted to fit the different capacities among developing countries in biotechnology research.
