The Kenyan Government through the National Environment Management Authority (NEMA) in partnership with the ABS Capacity Development Initiative (hosted by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH) is developing an integrated online application, permitting and tracking system for access and benefit sharing in the context of the Kenyan national ABS framework. This integrated online system aims at establishing a clear and transparent mechanism addressing access to genetic resources according to Art. 6.3 of the Nagoya Protocol, promoting biodiversity research, conservation and reducing overexploitation of genetic resources. The integrated online system will serve as one-stop-shop providing a platform for all users and all authorities involved in the steps from application, export to tracking research, development and commercialisation involving Kenya’s biological resources, genetic information and associated traditional knowledge.

An Online Permit and Monitoring System Supporting National Implementation of the Nagoya Protocol on ABS


This concept paper sets out the concept and model for an online research permit and monitoring system to facilitate national implementation of the access, benefit sharing, monitoring and reporting provisions of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the United Nations Convention on Biological Diversity. The core of this proposal is that Parties to the Protocol, and governments who intend to ratify or accede to the Protocol, may wish to adopt: “A single electronic permit system that makes it easy to apply for permits and for government authorities to review and approve applications, monitor compliance and report on the access, benefit-sharing, compliance and reporting provisions of the Nagoya Protocol.”
