Responsibilities of government agencies for national implementation of articles 8(j) and 10(c) – Swedish on-going work as a case study

An effective national implementation of articles 8(j) and 10(c) as a crosscutting issue is a backbone for biodiversity conservation and human wellbeing alike. Its realisation might be challenging, but it is badly needed and also contains rich possibilities for synergies and cooperation across sectors. Based on our experience, an initial survey should be done to establish which government agencies have responsibilities in the work of implementation of articles 8(j) and 10(c). These agencies then, assisted by a national focal point for article 8(j), need to make analyses and plans for implementation based on their respective mandates, and educate their personnel to create an understanding of what these issues deal with. What we have at hand is a long process to integrate ways of thinking and procedures, which needs to be carried out in dialogue with indigenous peoples and local communities and with other government agencies. At this side event, we will present some results from the ongoing work in Sweden to identify national responsibilities of Swedish governmental agencies in regard to articles 8(j) and 10(c).
