Updating National Biodiversity Strategies and Action Plans and Guidelines for the Fifth National Report under the Convention
In its decision X/2, the tenth meeting of the Conference of the Parties, held in Nagoya, Aichi Prefecture, Japan, from 18 to 29 October 2010, adopted the Strategic Plan for Biodiversity (2011-2020). While adopting this strategy for the next decade, the COP urged Parties and other Governments to develop national targets in line with the Strategic Plan and to report on this to COP-11, and also to review, and as appropriate update and revise their national biodiversity strategies and action plans, integrating the targets, and to report on this to COP-11 or COP-12.

I am pleased to inform that Phase III of a medium-sized project to fund the preparation of the fourth national report has recently been approved by the Global Environment Facility. This phase can support a total of 40 countries, with up to 20,000 USD for each country. I would like to urge you to submit your country request as soon as possible to Ms. Esther Mwangi (Esther.Mwangi@unep.org), UNEP GEF Division. The country request should be submitted together with an endorsement letter signed by your country’s national focal point for the GEF.

In accordance with Decision VIII/8, the Secretariat is currently undertaking a review and analysis of on the development, status, and implementation of national biodiversity strategies and action plans (NBSAPs). The results will be made available to the second meeting of the Working Group on the Review of Implementation of the Convention in July 2007 and to the ninth meeting of the Conference of the Parties. The results will be used to recommend priority areas for capacity-building, to develop voluntary guidance for overcoming obstacles to implementation, and to inform the process of revising the Strategic Plan beyond 2010.

The first meeting of the Ad Hoc Working Group on Review of Implementation, which was held from 5 to 9 September 2005 in Montreal, Canada, requested in paragraph 2 of its Recommendation I/9 that the Executive Secretary develop by January 2006 draft guidelines for the fourth national report for consideration by the Conference of the Parties at its eighth meeting. The Working Group also requested the Executive Secretary to undertake consultations with Parties in the process of developing draft guidelines for the fourth national report. In response, the Executive Secretary has developed draft guidelines for the fourth national report, which are herewith attached for your review. You are kindly invited to provide comments on the attached document no later than 15 December, 2005, in order for the revised draft guidelines to be made available for consideration by the Conference of the Parties at its eighth meeting scheduled in March 2006.
