Dear Madam/Sir, I am pleased to inform you that a regional workshop on resource mobilization for Africa will be held in Entebbe, Uganda, from 11 to 13 February 2014. The workshop is being organized by the Secretariat of the Convention on Biological Diversity, the Biodiversity Finance Initiative of the United Nations Development Programme, and the United Nations Environment Programme (UNEP), with financial support provided by the European Union and the Government of Japan. The workshop will be hosted by the Government of Uganda. The workshop is one of a series of resource mobilization workshops, convened pursuant to paragraph 27 of decision XI/4, on the review of implementation of the strategy of the resource mobilization, including the establishment of targets. Pursuant to this request, the workshop seeks to contribute to achieving the following outcomes: (a) Enhanced capacity of participants to apply pertinent methodologies, frameworks and tools for identifying, assessing, and reporting existing biodiversity finance, in order to develop robust financial baselines and for developing national finance plans, including financial targets, for effective implementation of revised National Biodiversity Strategies and Action Plans (NBSAPs). (b) Enhanced understanding of participants of the importance, for effective mobilization of financial resources, of identifying relevant biodiversity values and incorporating these values in policy planning, including in revised National Biodiversity Strategy and Action Plans; and of existing case studies and good practices on pertinent approaches and measures for such identification and incorporation. In this connection, I am pleased to invite your Government to nominate a resource mobilization expert who will participate in this workshop, preferably the official in charge of resource mobilization and/or the development of national finance plans for the implementation of revised National Biodiversity Strategy and Action Plans. The nominees proposed should be in a position to translate the capacity and insights gained from the workshop into concrete actions for the effective mobilization of resources for implementation of revised NBSAPs. Nominations should be submitted in the form of an official signed letter addressed to the Executive Secretary and should clearly identify the name and full contact information, including the e-mail address of representative. The letter can either be scanned and e-mailed as an attachment to the Secretariat at secretariat@cbd.int or faxed to + 1 514 288 6588, and should be sent to the Secretariat no later than 16 December 2013. Please be informed that the participation of the nominated representative from each eligible country will be supported with direct, economy-class round-trip ticket and a Daily Subsistence Allowance (DSA) for the duration of the workshop, to be provided in accordance with relevant United Nations rules. Documents for this workshop will be made available in due course. English and French interpretation will be provided at the workshop.
