Notification 2022-057

Dear Madam/Sir, The People’s Republic of China, as President of the Fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity, as well as the Tenth meeting of the Parties to the Cartagena Protocol and the Fourth meeting of the Parties to the Nagoya Protocol (together, known as the United Nations Biodiversity Conference), will convene the High-level Segment of Part Two of the Conference under the theme “Ecological Civilization-Building a Shared Future for All Life on Earth”. The High-level Segment will take place from 15 to 17 December 2022 in Montreal, Canada. Invitations to the High-level Segment have been dispatched to Ministers responsible for the Convention on Biological Diversity by the Government of China through diplomatic channels. Governments are invited to confirm their participation in this event by e-mail to cop15hls@cbd.int with copy to cop15hls-participant@mee.gov.cn, at their earliest possible convenience. The overall objective of the High-level Segment will be to enable Ministers to support the final stages of the negotiations on the post-2020 global biodiversity framework and related decisions, with a view to ensuring a successful outcome of the Conference, including the adoption of an effective post-2020 global biodiversity framework. It will also provide an opportunity for Ministers and leaders from international organizations and civil society to announce significant actions and commitments in support of the post-2020 global biodiversity framework. Participation in the High-level Segment will be of vital importance to secure an ambitious and achievable post-2020 global biodiversity framework that will be key for addressing the triple planetary crises of biodiversity loss, climate change and pollution. I would like to encourage Ministers responsible for the Convention and its Protocols and leaders of invited organizations to personally attend the High level Segment and take part in this important event. Parties are reminded to include Ministers in their list of credentials as per notification 2022-045 (https://www.cbd.int/doc/notifications/2022/ntf-2022-045-cop15-en.pdf). A guidance note on the delivery of national and organizations' statements, as well as a logistical information note, will be provided in due course.
