Decisions XIII/20 and XII/3 on resource mobilization: Completion of financial reporting frameworks

Dear Madam/Sir, In paragraph 6 of decision XIII/20 on resource mobilization, the Conference of the Parties urged Parties that have not yet done so to provide the necessary baseline information and report progress against the targets for resource mobilization adopted in decision XII/3, using the financial reporting framework, by 1 July 2017 (please refer to notification 2017-009 dated 8 February 2017). In the same paragraph, the COP also invited Parties to update, as appropriate, and by the same date, their financial reporting frameworks as final data for 2015 becomes available. Due to the limited number of new or updated submissions received, and having received requests from several Parties, the financial reporting framework for this first round of financial reporting will remain available through the clearing-house mechanism at https://chm.cbd.int/submit. The deadline for the inclusion of any new or updated financial information in the documentation for the second meeting of the Subsidiary Body on Implementation is 1 March 2018. As requested in paragraph 8 of decision XIII/20, the financial reporting framework for the second round of reporting on further progress against the targets for resource mobilization is also now available through the clearing-house mechanism at https://chm.cbd.int/submit. In line with paragraph 26 of decision XII/3, the financial reporting framework for the second round of reporting has been integrated into the online reporting tool for the sixth national reports, thus facilitating the ability of Parties to complete the financial reporting framework in conjunction with the sixth national reports, as foreseen in paragraph 28 of decision XII/3. Please complete the financial reporting framework at your earliest convenience but no later than 31 December 2018. Please refer to the Annex of this notification for additional technical information on how to access the framework. Thank you for your cooperation and continued support to the Convention. Annex Financial Reporting Framework: Technical Information The Financial Reporting Framework is available in the Management Centre of the clearing house mechanism, at https://chm.cbd.int/submit. It can also be accessed through the online reporting tool for the sixth national reports (section on Aichi Biodiversity Target 20), which is available through the same link. By default, National Focal Points and Resource Mobilization Focal Points are granted access to, and have publishing rights for, the Financial Reporting Framework. If you wish to change this arrangement, for instance by providing access and publishing rights to additional persons, the National Focal Point is kindly invited to send an e-mail to financialreporting@cbd.int. Please sign up with your recognized e-mail address. If you do not yet have a user account, once you enter your e-mail address, you will receive an invitation by email to activate your account. The process is self-explanatory. When you access the site for the first time, you will have to click on the button “Add New” to open the framework and start entering data. If you encounter difficulties in accessing the system, or for further technical questions, please contact financialreporting@cbd.int. There is also a help button available within the site. The completed framework can be saved as a draft (invisible to the public), or saved and published (visible to the public). In order to allow the entry of provisional data and later updating, even published frameworks remain accessible for amendments.
