Dear Madam/Sir, As you know, the Nagoya – Kuala Lumpur Supplementary Protocol on Liability and Redress was adopted as a supplementary agreement to the Cartagena Protocol on Biosafety and entered into force on 5 March 2018. In decision CP-9/15 (https://www.cbd.int/doc/decisions/cp-mop-09/cp-mop-09-dec-15-en.pdf), Parties to the Supplementary Protocol were requested to designate a competent authority to perform the functions set out in Article 5 of the Supplementary Protocol, and to make the contact information of their competent authority available on the Biosafety Clearing-House. With the launch of the new Biosafety Clearing-House on 29 November 2021, a new common format has been made available to enable Parties to share the contact information of the competent authority they have designated to perform the functions set out in Article 5 of the Supplementary Protocol. The common format can be accessed through the Submit section of the new Biosafety Clearing-House: http://bch.cbd.int/en/register (log-in required). Further to decision CP-9/15, I encourage Parties to the Supplementary Protocol, other Parties to the Cartagena Protocol and the Convention, and other Governments to use the common format to submit the contact information of their competent authority to the Biosafety Clearing-House.
