About the Japan Biodiversity Fund
Phase One
The Government of Japan contributed approximately sixty million USD (5 billion Japanese yen) to the first phase of the Japan Biodiversity Fund (JBF), which has facilitated, funded, and supported a wide array of activities implemented by the Secretariat of the Convention, by Parties, and by external partners.
With the adoption of the Strategic Plan for Biodiversity and establishment of the fund, the General Assembly declared the period of 2011-2020 the decade for biodiversity (UNDB). As the President of COP10, there was a strong impetus from Japan to link the activities of the JBF with UNDB and thus, support the implementation of the Strategic Plan for Biodiversity.
Major activities supported by the JBF in Phase one:
- Technical support for NBSAP development, revision, and implementation by developing countries by means of:
- Regional and sub-regional capacity building/development workshops;
- On-the-ground pilot projects to implement prioritized elements of revised NBSAPs and develop capacities at the national and international levels; and
- Establishment of the Voluntary Peer Review process to improve the individual and collective capacities of Parties more effective implementation of NBSAPs.

Phase Two
The Ministry of the Environment of Japan pledged $17 million USD for the second phase of the JBF during the COP 15.1. Phase 2 of the JBF was launched at the second part of COP15, held in Montreal, Canada in December 2022 to bridge the gap between the Strategic Plan for Biodiversity 2010-2020 and the landmark Kunming-Montreal Global Biodiversity Framework (GBF), adopted at COP 15.
In its second phase, the JBF supports developing country Parties to implement the Kunming-Montreal GBF and its targets as well as strengthen their overall capacity to implement the Convention and its Protocols. The initial focus supports NBSAP revisions, national target setting and the identification of priority capacity needs through a series of regional/subregional NBSAP dialogues. The JBF also supports a series of thematic capacity development projects implemented by the Secretariat and its partners.
