Request for submissions in preparation for the Second Meeting of the Intergovernmental Committee for the Nagoya Protocol on Access and Benefit-sharing

Dear Madam/Sir, The purpose of this notification is to invite Parties, other Governments, international organizations, indigenous and local communities and relevant stakeholders to submit views and information in preparation for the Second Meeting of the Open-ended Ad Hoc Intergovernmental Committee for the Nagoya Protocol on Access and Benefit-sharing (Intergovernmental Committee) to be held from 9 to 13 April 2012, in India. Views and information on awareness-raising At the first meeting of the Intergovernmental Committee, in paragraph 1 of recommendation 1/3, Parties, other Governments, international organizations, indigenous and local communities and relevant stakeholders were invited “to submit views to the Executive Secretary on proposed elements of an awareness-raising strategy for the Nagoya Protocol on Access and Benefit-sharing as contained in the annex” of the recommendation. In paragraph 2 of the same recommendation, Parties, other Governments, international organizations, indigenous and local communities and relevant stakeholders were also invited “to submit information to the Executive Secretary on awareness-raising activities regarding the importance of genetic resources and traditional knowledge associated with genetic resources and related access and benefit-sharing issues, including lessons learned from existing experience in this regard”. In paragraph 3, the Executive Secretary is requested to revise the proposed elements of an awareness-raising strategy for the Nagoya Protocol, taking into account views expressed at the first meeting of the Intergovernmental Committee, as well as the submissions referred to in paragraphs above, for the consideration of the second meeting of the Intergovernmental Committee. Against this background, Parties, other Governments, international organizations, indigenous and local communities and relevant stakeholders are invited to submit views on the proposed elements of an awareness-raising strategy for the Nagoya Protocol to the Secretariat as soon as possible and no later than 1 November 2011. The views and information received will assist the Executive Secretary in revising the proposed elements of an awareness-raising strategy for the Nagoya Protocol for the consideration of the second meeting of the Intergovernmental Committee. New issues to be addressed by the second meeting of the Intergovernmental Committee In preparation for the second meeting of the Intergovernmental Committee, Parties, other Governments, international organizations, indigenous and local communities and relevant stakeholders are kindly invited to provide views and/or relevant information to the Executive Secretary on the following issues for the consideration of the Intergovernmental Committee, in accordance with its work plan as set out in annex II of decision X/1 of the Conference of the Parties: • Elaboration of guidance for the financial mechanism (Article 25) • Elaboration of guidance for resources mobilization for the implementation of the Protocol; • The need for and modalities for a global multi-lateral benefit-sharing mechanism (Article 10) In light of the above, views and information should be sent to the Executive Secretary, as soon as possible and no later than 1 November 2011. Please note that all submissions should be sent through an official letter addressed to the Executive Secretary by e-mail to secretariat@cbd.int.
