Submission of information for the Review of Implementation of the Strategy for Resource Mobilization

Dear Madam/Sir, In Decision XI/4, the Conference of the Parties at its eleventh meeting decided that the implementation of the strategy for resource mobilization will be reviewed at the fifth meeting of the Ad Hoc Open-ended Working Group on the Review of Implementation of the Convention (WGRI 5), and requested the Executive Secretary to prepare a review of the implementation of Goals 2, 5, 6, 7 and 8 of the strategy for resource mobilization, based on input provided by Parties and other relevant stakeholders and additional relevant sources of data (para. 10). In the same Decision, the COP decided to use the revised preliminary reporting framework and methodological and implementation guidance to report on and monitor resources mobilized for biodiversity at the national and global levels (para. 5; document UNEP/CBD/COP/11/14/Add.1), and invited Parties and other Governments to submit their information through the preliminary reporting framework, using the average annual biodiversity funding for the years 2006-2010 as a preliminary baseline (para. 6). Furthermore, the Conference of the Parties requested the Ad Hoc Open-ended Working Group, at its fifth meeting, to further review the preliminary reporting framework and baseline information for each of the targets, including the role of collective action, including by indigenous and local communities, and non-market-based approaches to achieving the objectives of the Convention; and requests the Executive Secretary to prepare for this review, based on information received from Parties on the application of the preliminary reporting framework and on funding needs, gaps and priorities (para. 23). Finally, the Conference of the Parties invited Parties and other relevant stakeholders to submit views and lessons learned on possible risks and benefits of country-specific innovative financial mechanisms, including on possible principles and safeguards for their use, to the Executive Secretary (para. 21). In this context, Parties and other Governments are kindly invited to submit: i) Information through the preliminary reporting framework, attached herewith, using the average annual biodiversity funding for the years 2006-2010 as a preliminary baseline; ii) Information on funding needs, gaps, and priorities; iii) Experiences in applying the preliminary reporting framework, including on the successes and barriers encountered in reporting on and monitoring resources mobilized for biodiversity, in line with paragraph 23 of Decision XI/4; iv) Views and lessons learned on possible risks and benefits of country-specific innovative financial mechanisms, including possible principles and safeguards for their use; v) Any other pertinent information of relevance to the implementation of Goals 2, 5, 6, 7 and 8 of the strategy for resource mobilization. In this regard, I would like to invite you to submit the above-mentioned information, including a dully filled preliminary reporting framework (see enclosure), to secretariat@cbd.int at your earliest convenience but no later than 28 February 2014. Submissions will be compiled for consideration at the fifth meeting of the Ad Hoc Open-ended Working Group, and will also be used as input for the preparation of other pertinent documentation as requested from the Executive Secretary. I would also like to take this opportunity to remind you of notification 2013-025 dated 22 March 2013, inviting Parties to submit their views on the discussion paper on Safeguards for Scaling-up Biodiversity Financing and Possible Guiding Principles (UNEP/CBD/COP/11/INF/7).
