Open-ended online discussions on the post-2020 Implementation Plan for the Cartagena Protocol on Biosafety

Dear Madam/Sir, At its ninth meeting, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP) decided to develop a specific post-2020 Implementation Plan for the Cartagena Protocol on Biosafety that is anchored in and complementary to the post-2020 global biodiversity framework and requested the Executive Secretary to facilitate the development of its elements (decision CP-9/7 (available at https://www.cbd.int/doc/decisions/cp-mop-09/cp-mop-09-dec-07-en.pdf )). Further to Notification 2019-027 (https://www.cbd.int/doc/notifications/2019/ntf-2019-027-bs-post2020-en.pdf), views were received from Parties, other Governments, indigenous peoples and local communities and relevant organizations on the possible structure and content of the Implementation Plan for the Cartagena Protocol on Biosafety post-2020. Submissions received may be accessed at: http://bch.cbd.int/protocol/post2020/submissions.shtml. In decision CP-9/7, Parties to the Cartagena Protocol on Biosafety also requested the Executive Secretary to prepare a draft of the Implementation Plan on the basis of the submissions and to convene open-ended online discussions of Parties and other stakeholders on the draft of the post-2020 Implementation Plan for the Cartagena Protocol on Biosafety. The open-ended online discussions are tentatively planned for 8 to 19 July 2019. Accordingly, I am pleased to invite Parties, other Governments, relevant organizations and indigenous peoples and local communities to nominate participants to the open-ended online discussions on the post-2020 Implementation Plan for the Cartagena Protocol on Biosafety. Cartagena Protocol National Focal Points or Heads of organizations, as appropriate, are kindly requested to submit nominations through an official letter to the Executive Secretary at: secretariat@cbd.int, clearly indicating the full contact information of each nominee. Nominees will be subsequently contacted by the Secretariat to facilitate their registration in the online discussions. Nominations should be submitted as soon as possible and no later than 7 June 2019. The outcomes of the online discussions will be considered by the thirteenth meeting of the Liaison Group on the Cartagena Protocol on Biosafety, tentatively scheduled to be held in October 2019, and subsequently by the third meeting of the Subsidiary Body on Implementation. I also take this opportunity to remind you of Notification 2019-043 (https://www.cbd.int/doc/notifications/2019/ntf-2019-043-post2020-en.pdf) inviting Parties, other Governments, indigenous peoples and local communities and relevant organizations to nominate participants for the global consultation workshop on post-2020, biosafety and the Cartagena Protocol which is being organized on 25 August 2019 in Nairobi, Kenya, prior to the first meeting of the Open-Ended Working Group on the Post-2020 Global Biodiversity Framework.
