New dates and call for nominations for a Meeting to develop a Target 3 Partnership, Cambridge, United Kingdom - 12-14 June 2023

Dear Madam/Sir, As a follow-up to notification 2023-032 on the postponement of the meeting to develop a Target 3 Partnership, I am pleased to inform you that the meeting will now take place on 12-14 June 2023 in Cambridge, United Kingdom. In decision 15/13, the Conference of the Parties to the Convention encourages Parties and other Governments to work together with all stakeholders to jointly implement the Kunming-Montreal Global Biodiversity Framework in a spirit of cooperation and mutual support, at global, regional, subregional, national and subnational levels, across areas and sectors, through bilateral joint work programmes where appropriate, and through existing global, regional, subregional, national and subnational instruments, mechanisms and processes. Pursuant to this decision, the Secretariat has been collaborating with relevant partners to develop a global partnership to support the achievement of Target 3 of the Framework, among other Targets. This effort, in particular, builds on previous experiences and lessons learned from the Global Partnership on Aichi Target 11, as well as the Friends of the Programme of Work on Protected Areas partnership. In view of the above, and further to notification 2023-021, I am pleased to invite Parties, other Governments, indigenous peoples and local communities, and relevant organizations to nominate an expert to participate in the meeting, which is being convened by the Secretariat, in collaboration with the International Union for the Conservation of Nature’s World Commission on Protected Areas. Please note that nominations received prior to the posting of this notification will not be considered, and we, therefore, encourage you to resubmit your nomination in response to this notification. Nominations should be submitted in the form of an official letter addressed to the Executive Secretary, signed by the national focal point or head of the organization, indicating the name and full contact details, and including the curriculum vitae of the nominees, clearly indicating their areas of expertise and experience. Nominations must be received as soon as possible but no later than 30 April 2023 (scanned and attached to an e-mail addressed to secretariat@cbd.int). This meeting is expected to discuss how the Target 3 Partnership could: • Enhance understanding of the needs of the Parties, rightsholders and relevant stakeholders, of support to be provided by partners, and of gaps in technical and financial support for the achievement of Target 3; • Strengthen alignment and coordination of support for implementation efforts, providing targeted technical and financial support to address capacity gaps in an efficient and effective manner; • Build technical capacity for implementation through access to knowledge and best practice of applying technical tools and guidance; • Reinforce linkages to other relevant targets, in particular Targets 1 and 2; and • Demonstrate how progress in achieving Target 3 can benefit progress towards other targets of the Framework. It should be noted that membership of the Target 3 Partnership will not be limited to participants selected to attend this meeting, and the presence at the meeting does not determine the membership in the Target 3 Partnership. A separate notification regarding the membership of the Target 3 Partnership is expected to be issued during the third or fourth quarter of 2023, drawing on the discussion to be held at the June meeting. Based on nominations submitted in response to this notification, the selection of experts will be made using the following selection criteria, taking into account relevant experience and expertise, as well as the need to ensure equitable geographical distribution and gender balance: • Planning and managing/coordinating systems of protected areas and other effective area-based conservation measures (OECMs) at national level; • Financing and resource mobilization for systems of protected areas and OECMs; • Monitoring the effectiveness of systems of protected areas and OECMs; • Integration of protected areas and OECMs into wider landscapes, seascapes and the ocean; • Ensuring human rights, equity and governance in national systems of protected areas and OECMs; • Provision of technical or financial support to developing countries to plan and manage/coordinate systems of protected areas and OECMs. The selected nominees from eligible Parties and a limited number of representatives from indigenous peoples and local communities will receive financial support from the Secretariat to facilitate their participation in the meeting.
