Item 2. Adoption of the agenda and organization of work

Item 3. Review of progress in the implementation of the Convention and the Strategic Plan for Biodiversity 2011-2020

Background: SBI will, under this item, review national, regional and other actions, including targets established in the framework of the Strategic Plan for Biodiversity 2011-2020, and assess the contribution of such national and regional targets towards the global targets.

Item 4. Assessment and review of the effectiveness of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from Their Utilization.

Background: The second meeting of the COP-MOP agreed on the elements and sources of information to be included in the first evaluation of the effectiveness of the Nagoya Protocol. SBI will be invited to consider an analysis and synthesis of information on the assessment and review of the effectiveness of the Nagoya Protocol and to provide recommendations on the assessment and review to COP-MOP3.

Item 5. Mainstreaming of biodiversity within and across sectors and other strategic actions to enhance implementation

Background: SBI will consider information on the mainstreaming and integration of biodiversity within and across sectors and other strategic actions to enhance implementation.

Item 6. Global multilateral benefit-sharing mechanism (Article 10) of the Nagoya Protocol

Background: The second meeting of the COP-MOP invited Parties and others to submit information on different aspects related to Article 10, and also invited the submissions of views on the way forward in relation to Article 10. SBI will be invited to consider this information and provide recommendations to COP-MOP3.

Item 7. Specialized international access and benefit-sharing instruments in the context of Article 4, paragraph 4, of the Nagoya Protocol

Background: SBI will be invited to consider a study related to Article 4(4) of the Nagoya Protocol on criteria that could be used to identify what constitutes a specialized international access and benefit-sharing instrument, and what could be a possible process for recognizing such an instrument.

Background: SBI will consider an updated analysis of financial reports including methodological approaches and information on the contribution of collective actions of indigenous peoples and local communities and safeguards in biodiversity financing mechanisms.

Background: SBI will consider options for mechanisms to enhance existing mechanisms for the review implementation by Parties of national biodiversity strategies and action plans and the provisions under the Convention, including information on the pilot phase of the voluntary peer review and on progress in the development of the decision-tracking tool.

Item 13. National reporting, and assessment and review, under the Convention and its Protocols.

Background: SBI will consider proposals for the alignment of reporting processes between the Convention and its Protocols and options for enhancing synergy on national reporting among the biodiversity-related conventions and Rio conventions.

Item 14. Enhancing integration under the Convention and its Protocols with respect to provisions related to access and benefit-sharing, provisions related to biosafety, and provisions related to Article 8(j)

Background: SBI will be invited to consider notes on promoting integrated approaches to issues at the interface between: (a) the access and benefit-sharing related provisions of the Convention and the provisions of the Nagoya Protocol; and (b) the biosafety-related provisions of the Convention and the provisions of the Cartagena Protocol. It will also be invited to consider a note on integration of Article 8(j) and provisions related to indigenous peoples and local communities in the work of the Convention and its Protocols.
