Framework for a communications strategy
The Conference of the Parties to the Convention on Biological Diversity,
Recalling United Nations General Assembly resolution 65/161, in which the Assembly declared 2011-2020 the United Nations Decade on Biodiversity,
Recalling decision XI/2 and its support for the strategy for the United Nations Decade on Biodiversity as reviewed by the Ad Hoc Open-ended Working Group on Review of Implementation of the Convention at its fourth meeting,
Recalling the programme of work for communication, education and public awareness,
Noting resolution 93 of the IUCN World Conservation Congress of 2016, “Connecting people with nature globally”, and its call to support Aichi Biodiversity Target 1, including through the #NatureForAll campaign,

1.Welcomes the framework for a global communications strategy developed by the Executive Secretary,  contained in the annex to the present decision;

2.Invites Parties to use the framework as they seek to develop their own national strategies and report on the results of their work through the clearing-house mechanism;

3.Invites United Nations agencies and multilateral funds, including those mentioned in the annex to the present decision to also use the framework as they seek to develop their own strategies;

4.Requests the Executive Secretary to continue to work to further implement and support for the implementation of the framework, including by working with existing partners to the United Nations Decade on Biodiversity, including the office of the Secretary-General of the United Nations, and through the development of new partnerships, subject to the availability of funds, and to report on the results to the Conference of the Parties at its next meeting;

5.Also requests the Executive Secretary, urges Parties, and invites other Governments and relevant organizations to promote synergies, in accordance with Conference of the Parties decision XIII/24 on cooperation with other conventions and international organizations, when facilitating and implementing communication activities, including activities foreseen in the web strategy.

22.Requests the Executive Secretary, based on the availability of resources, to promote the implementation of the strategy for the United Nations Decade on Biodiversity within the programme of work of communication, education and public awareness, and to maintain the Decade’s web portal to highlight all activities;

19.Also requests the Executive Secretary to develop a web strategy to ensure that all information common or relevant to the clearing-house mechanism, the Access and Benefit sharing Clearing-House and the Biosafety Clearing-House, as well as other platforms developed under the Convention, such as the NBSAP Forum, the website for ecologically and biologically significant marine areas  and any future similar developments, can be accessed centrally to avoid duplication of efforts, and to provide this strategy to the Subsidiary Body on Implementation, for its consideration at its first meeting, in preparation for the thirteenth meeting of the Conference of the Parties.

11.Takes note of the Web Strategy for the Convention and its Protocols prepared by the Executive Secretary and the Framework for a Communications Strategy adopted in decision XIII/22;

Scenarios for the 2050 Vision for Biodiversity
4.Also requests the Executive Secretary, pursuant to decision XIII/22 on the framework for a communication strategy, to promote the use of scenarios as a communication tool for raising public awareness and to foster the participation and involvement of all stakeholders, in particular academia and the scientific community, and to scale up global support for biodiversity concerns, including by engaging celebrities as biodiversity ambassadors from all regions who would to act as biodiversity voices.

1.Invites Parties, other Governments, and relevant organizations to target their communication towards increasing awareness of and action for biodiversity and its values globally;

2.Requests the Executive Secretary, subject to the availability of funding;(a)To continue the implementation of the framework for a global communications strategy;(b)To develop, in collaboration with the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, relevant multilateral environmental agreements, and other relevant organizations, such as the International Union for Conservation of Nature, and in consultation with the Informal Advisory Committee on Communication, Education and Public Awareness, themes and background material around which Parties, other Governments, relevant organizations, and indigenous peoples and local communities, can organize communication and public awareness campaigns in the coming biennium on the current state of biodiversity and the discussions towards the preparation of the post-2020 global biodiversity framework;(c)To submit a progress report on the above activities and the implementation of decision XIII/22 to the Subsidiary Body on Implementation for consideration at its third meeting and for subsequent consideration by the Conference of the Parties at its fifteenth meeting.
