Part Two of the UN Biodiversity Conference

The second part of the 2020 UN Biodiversity Conference, including the fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP 15) as well as the concurrent meetings of the Conference of the Parties to the Cartagena Protocol on Biosafety and to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization, will take place, in person, in Montreal, Canada under the Presidency of the People’s Republic of China. The High-Level Segment (HLS) is planned to take place on 15, 16 and 17 December 2022. 

Ministerial Engagement 

The High-Level Segment will take place at ministerial level. The overall objective will be to enable ministers to support the final stages of the negotiations on the post-2020 global biodiversity framework and related decisions with a view to ensuring a successful outcome of the Conference, including the adoption of an effective post-2020 global biodiversity framework. It will also provide an opportunity for ministers and leaders from United Nations, inter-governmental and non-governmental organizations to announce significant actions and commitments in support of the post-2020 global biodiversity framework.

To provide political direction and momentum to the final stages of the negotiations, ministers are encouraged to join the main negotiating sessions of the Conference. A stock-taking plenary session is envisioned to take place on the morning of 17 December, immediately following the closing of the HLS, where ministers and heads of delegations will take stock of the status of the negotiations based on presentations from the main negotiating Working Groups. Ministerial consultations will take place on 17, 18 and 19 December 2022. 

On-site/In-person format

The High-Level Segment of the second part of the UN Biodiversity Conference is expected to be in-person. Guidance on how to request a speaking slot to deliver national/organizational statements will be made available soon.

Focusing on the theme of “Ecological Civilization—Building a Shared Future for All Life on Earth”, the High-level Segment is being convened at a pivotal time, as the international community rallies to address the current biodiversity crisis.

The objective of the HLS is to build and maintain political momentum in support of the ongoing negotiations to develop a detailed and effective post-2020 global biodiversity framework, due to for adoption at part two of the Conference in Montreal in December 2022.

The HLS that took place during COP 15 Part 1 in Kunming in October 2021, featured in-depth discussions amongst Ministers and other high-level representatives of Parties, as well as international and regional organizations and non-Party stakeholder groups and adopted the Kunming Declaration.
