Capacity-Building and Development for the Implementation of the Cartagena Protocol on Biosafety

Article 22 of the Cartagena Protocol on Biosafety requires Parties to cooperate in the development and/or strengthening of human resources and institutional capacities in biosafety to ensure its effective implementation.

At its tenth meeting, the Conference of the Parties serving as the meeting of the Parties to the Protocol (COP-MOP) adopted in decision CP-10/4 the Capacity-Building Action Plan for the Cartagena Protocol on Biosafety.

The purpose of the Action Plan is to facilitate the development and strengthening of the capacities of Parties to implement the Protocol by:

  1. identifying key areas for capacity-building related to the different goals of the Implementation Plan;
  2. facilitating the engagement of partners, including donors;
  3. fostering a coherent and coordinated approach to capacity-building for the implementation of the Protocol; and
  4. promoting regional and international cooperation and coordination.

Parties to the Protocol recognized the complementarity of the Capacity-Building Action Plan with the Long-Term Strategic Framework for Capacity-Building and Development adopted by COP 15.
