CONTEXT '

The Kunming-Montreal Global Biodiversity Framework (KM-GBF) adopted in Montreal on 19th December 2022 acknowledges that the “Successful implementation of the Framework will depend on ensuring gender equality and empowerment of women and girls, and on reducing inequalities”. To achieve this, Parties to the Convention on Biological Diversity adopted Target 23, which focusses on ensuring gender equality in the implementation of the Framework through a gender-responsive approach. Parties also adopted the CBD Gender Plan of Action 2023-2030, which through its implementation will significantly contribute to the achievement of Target 23.

To help track progress on Target 23, the monitoring framework for the KM-GBF includes a component indicator on the national implementation

of the Gender Plan of Action. The Gender Plan of Action includes three expected outcomes and a set of objectives and actions to support

gender- responsive implementation, addressing all key elements covered in Target 23. This component indicator is therefore crucial in enabling

Parties to track progress towards Target 23 more accurately while providing valuable information that can feed into the binary indicator for this

target. Towards this, UNEP-WCMC and Women4Biodiversity, with funding provided by SwedBio, have co-developed, an indicator methodology

on the national implementation of the Gender Plan of Action. The methodology focuses on tracking progress towards the 18 indicative actions for which Parties are responsible actors. The methodology includes a set of questions (with multiple choice answers) which are then

summarized into an index score. This indicator will help Parties to track progress towards the national implementation of the Gender Plan of

Action, and Target 23 of the KM-GBF.  

OBJECTIVE OF THE SIDE EVENT

This side-event will launch the indicator methodology on the national implementation of the Gender Plan of Action. The side event will provide information on the process of co-development and peer review. Parties and members of the AHTEG on Indicators that have actively contributed towards the development and testing of the methodology will provide their reflections on the methodology and its use for tracking progress towards Target 23.

The target audience are Parties to the CBD via their designated Gender and Biodiversity National Focal Points and National Focal Points. We also welcome participation from representatives from major groups and observers with expertise on gender equality and indicators.
