The purpose of this space is to present the foundations, scope, stakeholders, and proposed timeline for developing an international agreement on the traceability of mineral supply chains within the framework of the COP 16 processes of the CBD, with a view towards COP 30 of the UNFCCC. The need to develop global actions and commitments will be addressed, aiming to establish traceability and transparency systems that can tackle some causes of biodiversity loss and pollution related to the extraction and commercialization of these minerals. These actions are necessary at a global level to ensure that minerals critical for the energy transition come from responsible sources, meaning that mining activities do not occur in critical areas of high biodiversity or sensitive ecosystems, do not generate pollution, and that commercialization happens within legal contexts, avoiding the involvement of criminal groups that threaten democracies in the exploiting countries. Additionally, production should promote soil rehabilitation, ecosystem restoration, and water quality recovery. With this approach, the goals are: 1) to prevent the illegality of mining production and commercialization, 2) to minimize environmental and social risks, 3) to ensure legal and clean supplies, and 4) to maximize social and environmental benefits and justice in distribution.

This dialogue takes place within the framework of the commitments and discussions of the OECD Forum on Mineral Supply Chains (May 2024) and the Oslo Forest Forum (June 2024), considering the synergies and joint agenda opportunities from COP 16 to COP 30 and within the context of the Belém do Pará Declaration of the Amazonian countries. It is also framed by the agenda between Presidents Petro and Lula in their joint declaration on combating illegality and environmental crime, fair commercialization of raw materials, environmental monitoring and governance, safeguards and rights of indigenous peoples, Afro-descendant communities, and local communities, as well as the importance of creating a joint articulation route and mobilizing a global agenda to guide the region and international cooperation.

Specific objectives:
- Present the importance of this issue within the framework of the COP 16 Presidency Agenda, under the slogan "Peace with Nature," which recognizes the need to change the development model that currently promotes extractivist activities that overexploit nature's capacities.
- Provide context on the global problem of mining in relation to biodiversity loss and ecosystem health.
- Offer guidance for those responsible for policy formulation on strategic mineral supply chains.
- Present advancements within the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas as input for expanding to a global mechanism.
- Present and discuss the development of a voluntary roadmap to establish a global commitment to traceability of mineral supply chains within the framework of COP 16 and with a view towards COP 30.
- Generate concrete agreements and commitments towards the implementation of the roadmap.
