The implementation of the Kunming-Montreal Global Biodiversity Framework (GBF) requires whole-of-society engagement and transformative action to achieve robust, inclusive, and sustainable outcomes in support of its global goals and targets. Non-state actors — including Indigenous Peoples and local communities, women and youth groups, civil society organizations, academia, the private sector, and other stakeholders — are essential partners in this process, contributing knowledge, innovation, advocacy, monitoring capacity, and implementation partnerships. At the same time, the submission of national targets and recent national reports under the Convention has provided an important picture of global progress toward implementation of the Framework. Emerging analysis from the global report on collective progress, to be discussed at SBSTTA and SBI, highlights that while progress is being made in many areas, engagement of non-state actors in implementation processes remains limited in many contexts. This includes challenges related to advancing participatory and gender-responsive approaches in line with GBF Targets 22 and 23, as well as broader efforts to engage stakeholders across the implementation of the Framework. Many Parties continue to face difficulties in operationalizing inclusive approaches that move beyond consultation toward collaborative implementation and shared ownership. Hosted by the GEF biodiversity enabling activities projects (the GBF Early Action Support Project and the GEF-8 Umbrella Programme to Support NBSAP Update and 7th National Reports), together with the NBSAP Accelerator Partnership, this event will be held as a reception, and will provide a space for Parties and partners to exchange experiences and lessons learned on engaging non-state actors in NBSAP planning, updating, implementation, and associated processes. The session will showcase practical examples from countries and representatives of different non-state actor groups, including efforts to advance gender-responsive implementation in line with GBF Targets 22 and 23. The event will be structured around thematic roundtable discussions focused on different stakeholder groups and engagement approaches, enabling participants to move between discussions throughout the reception. These exchanges are intended to foster peer learning, identify opportunities to strengthen collaboration, and support Parties in leveraging non-state actors more effectively in the implementation of the GBF. Light refreshments and drinks will be served.
