Marine and coastal ecosystems are central to achieving the Kunming-Montreal Global Biodiversity Framework, yet implementation often remains fragmented across institutions, sectors and planning processes. As countries update and implement National Biodiversity Strategies and Action Plans (NBSAPs), there is a growing need for integrated approaches that can translate biodiversity commitments into coordinated action across ocean economies. This event will explore how Sustainable Ocean Plans (SOPs) can serve as a practical framework for implementing the Global Biodiversity Framework in marine and coastal areas. Developed through whole-of-government processes and informed by science, stakeholder engagement and ecosystem-based management, Sustainable Ocean Plans provide a mechanism for reconciling biodiversity conservation, sustainable use, climate resilience and economic development within a single planning framework. Bringing together government leaders, Indigenous Peoples and local community representatives, international organizations and technical experts, the session will showcase experiences from countries developing and implementing Sustainable Ocean Plans. Speakers will highlight how integrated ocean planning can support delivery of GBF Targets 1, 2, 3, 14 and 22 through improved spatial planning, ecosystem restoration, biodiversity mainstreaming, stakeholder participation and cross-sector coordination. The discussion will focus on practical lessons from implementation, opportunities for alignment between NBSAPs and ocean planning processes, and the role of Sustainable Ocean Plans as a vehicle for achieving biodiversity, climate and sustainable development objectives simultaneously. Participants will gain insights into policy tools, governance arrangements and partnership models that can help accelerate effective GBF implementation in marine and coastal environments. Key Messages Marine biodiversity targets cannot be achieved through conservation measures alone; they require integrated ocean governance. Sustainable Ocean Plans provide a practical mechanism for implementing GBF commitments across sectors and ministries. Aligning NBSAPs and Sustainable Ocean Plans can improve policy coherence, reduce conflicts among ocean uses and accelerate biodiversity outcomes. Integrated ocean planning delivers multiple benefits simultaneously—biodiversity conservation, climate resilience, food security and sustainable livelihoods. Countries already advancing Sustainable Ocean Plans offer valuable lessons and replicable models for GBF implementation.
