Title LAC OECM Colaborative Agenda: Status of OECMs in Latin America and the Caribbean, sharing recommendations and regional lessons to accelerate Target 3 implementation
Hosts
WCPA | IIFB | WWF | WCS | Rewild |

Rationale

Other Effective Area-based Conservation Measures (OECMs) are a key pathway for implementing Target 3 of the Kunming-Montreal Global Biodiversity Framework, complementing protected areas and Indigenous and traditional territories. Across Latin America and the Caribbean, countries are advancing at different stages in the identification, recognition, reporting and strengthening of OECMs.

This side event will launch the Status of OECMs in Latin America and the Caribbean report and share recommendations emerging from government exchanges in the region. It will highlight practical lessons, common challenges, and opportunities for regional cooperation ahead of the global review of GBF implementation.

Objective

To share regional progress on OECMs in Latin America and the Caribbean and present key government recommendations to strengthen their identification, recognition, reporting, and long-term effectiveness.

Key messages

  • OECMs can help countries advance Target 3 when implemented with clear criteria, effective governance and biodiversity outcomes.
  • OECMs are vital for contributing to the achievement of Target 3 beyond the mere number of hectares or area coverage, supporting the connectivity of national protected and conserved area systems, as well as increasing the ecosystem representativeness of sensitive ecosystems that currently lack protection.
  • Governments in the region are generating practical recommendations on legal frameworks, institutional roles, reporting pathways, monitoring and sustainable finance.
  • Regional exchange can accelerate learning, avoid duplication and support more consistent, rights-based OECM implementation.
  • The LAC OECM Collaborative Agenda provides a regional platform to connect actors, helping countries move from OECM guidance to practical implementation, recognition, reporting and long-term strengthening.

Expected outcomes

  • Increased visibility of OECM progress, challenges and opportunities in LAC.
  • Shared government recommendations to inform implementation and cooperation.
  • Strengthened visibility and positioning of the LAC OECM Collaborative Agenda as a mechanism to support continued regional cooperation, knowledge exchange and coordinated technical assistance for advancing OECM implementation.
