Biosafety within the post-2020 global biodiversity framework

In its decision 14/34, the Conference of the Parties decided on a comprehensive and participatory process for the development of the post-2020 global biodiversity framework, noting that the effectiveness of the process for the development of the post-2020 global biodiversity framework depends on the active participation of all Parties to the Convention and the Protocols.

The meeting of the Parties to the Cartagena Protocol, in its decision CP-9/7, welcomed decision 14/34 and stressed the importance of including biosafety in the post-2020 global biodiversity framework.

The meeting of the Parties noted the importance of the active involvement of biosafety experts, including those with expertise on the Nagoya – Kuala Lumpur Supplementary Protocol on Liability and Redress, in the development of the post-2020 global biodiversity framework and requested the Executive Secretary to convene dedicated sessions to discuss biosafety matters during global and regional consultation workshops referred to in decision 14/34.

The Global Consultation Workshop on the Post-2020 Global Biodiversity Framework, Biosafety and the Cartagena Protocol, was held on 25 August 2019, in Nairobi, to facilitate a discussion on addressing biosafety within the post-2020 global biodiversity framework.

Following the Global Consultation, the Liaison Group on the Cartagena Protocol met in Montreal for its thirteenth meeting from 22 to 25 October 2019, and suggested text for the biosafety component of the post-2020 global biodiversity framework, in accordance with decision CP-9/7, paragraph 9(i). This draft text was transmitted by the co-chairs of the Liaison Group in a letter to the co-chairs of the Open-ended Working Group on the Post-2020 Global Biodiversity Framework for consideration in the preparation of the zero draft of the Global Biodiversity Framework which will be presented to the second meeting of the Open-ended Working Group in February 2020. The letter also included some additional important information to be taken into account. The report of the Liaison Group meeting will shortly be made available here.

The meeting of the Parties, in its decision CP-9/7, also stressed the necessity of developing a specific post-2020 Implementation Plan for the Cartagena Protocol on Biosafety that is anchored in and complementary to the post-2020 global biodiversity framework. A separate process for the development of the Implementation Plan is ongoing.
