Section I. Implementation and support mechanism and enabling conditions
14. Implementation of the Kunming-Montreal Global Biodiversity Framework and the achievement of its goals and targets will be facilitated and enhanced through support mechanisms and strategies under the Convention on Biological Diversity and its Protocols, in accordance with its provisions and the decisions adopted by the Conference of the Parties at its fifteenth meeting.
15. The full implementation of the Framework will require the provision of adequate, predictable and easily accessible financial resources from all sources on a needs basis. It further requires cooperation and collaboration in building the necessary capacity and transfer of technologies to allow Parties, especially developing country Parties, to fully implement the Framework.
Planning, Monitoring, Reporting and Review
National Targets and NBSAPs
In decision 15/6, the Conference of the Parties to the Convention on Biological Diversity adopted an enhanced multidimensional approach to planning, monitoring, reporting and review. In the same decision, the Conference of the Parties requested Parties to submit revised or updated national biodiversity strategies and action plans (NBSAPs), including national targets, by the sixteenth meeting of the Conference of the Parties (COP 16).
National Reports
In decision 15/6, the Conference of the Parties adopted the guidance and draft template for the seventh and eighth national reports. In the same decision, it requested Parties to submit their seventh national report by 28 February 2026. In decision 16/32, the Conference of the Parties endorsed the revised template for the seventh and eighth national reports.
Monitoring
The Kunming-Montreal Global Biodiversity Framework is accompanied by a detailed monitoring framework comprised of a set of agreed indicators for tracking progress towards the Goals and Targets of the Framework. The monitoring framework, which was adopted in decision 15/5, includes headline indicators which are recommended for national, regional and global monitoring, and more detailed component and complementary indicators. The monitoring framework will provide information on how the world is faring in terms of achieving the Goals and Targets of the framework. Additionally, in decision 15/6 the Conference of the Parties adopted an enhanced multidimensional approach to planning, monitoring, reporting and review which links with the monitoring framework for the Global Biodiversity Monitoring framework. Technical updates were agreed in decision 16/31.
Global review
In decision 15/6, the Conference of the Parties decided to conduct a global review of the collective progress in the implementation of the Kunming-Montreal Global Biodiversity Framework, including the means of implementation, at its seventeenth and nineteenth meetings, based on national reports and, as appropriate, other sources of information.
In decision 16/32, the Conference of the Parties sets out a procedure for undertaking the global review. The Conference of the Parties decided to establish an ad hoc scientific and technical advisory group (AHSTAG) for the preparation of the global report, to provide scientific, technical and technological recommendations, including on traditional knowledge, for the preparation of the global report.
