Resource Mobilization

Aichi Biodiversity Target 20 aimed to increase financial resources available for implementing the Strategic Plan for Biodiversity 2011-2020. JBF support focused on assessing funding needs of developing country Parties and developing a capacity-building programme for resource mobilization, which led to practical guidance and enhanced capacity, understanding, and technical expertise on critical steps in achieving the resource mobilization targets. Capacities, understanding and technical expertise on developing national resource mobilization strategies were also enhanced, effectively contributing to the global assessment of resource needs for the seventh Global Environment Facility (GEF) fund replenishment.

By the thirteenth meeting of the Conference of the Parties (COP13), 50 developing countries had submitted their completed financial reporting framework, demonstrating an enhanced capacity to apply the framework. As of September 2016, 62 out of the 143 GEF-recipient countries had responded and provided their funding needs for the global GEF-7 needs assessment, indicating an improved ability to participate in this process.
