In line with to the request contained in paragraph 5 of decision 16/3 and paragraph 16 (h) of decision 15/8, members of the TSC-IAG are invited to provide comments and advice on the findings of the survey conducted by the Secretariat on the use of the long-term strategic framework, including recommendations to further enhance its use, relevance and effectiveness.
You are invited to provide your input by 11 May 2026.

Dear all,
Thank you to the Secretariat for this very helpful report of the survey undertaken. I have made some comments on the attached report, which would, I think, make the key findings easier for Parties, and other actors, to understand and see quickly, amongst the many findings presented.
It would be very helpful to see breakdowns of findings given specifically for Parties, in addition to all respondents.

Dear all.
I would like to thank the Secretariat for this comprehensive analysis of the preliminary survey results on the use of the long-term strategic framework.
The results clearly highlight a number of key gaps that deserve further attention.
I note that the level of use of the framework remains relatively limited compared to its level of recognition, suggesting a need to move from awareness to practical application. In this regard, it would be important to further disaggregate the data, including by Parties and by region, and where possible present results as proportions, to better reflect uptake and ensure comparability.
I underline the importance of strengthening the operational dimension of the framework. Many respondents pointed to the need for more practical, user-friendly guidance, including tools, templates, and case studies to facilitate its application in national and subnational contexts.
I note that limited financial and technical resources remain a major constraint. This highlights the importance of ensuring stronger alignment between the framework and available means of implementation, including through enhanced support from relevant mechanisms such as TSCCs.
I consider that the framework’s added value lies primarily in enhancing coherence, coordination and long-term institutionalization of capacity development efforts. Future work could therefore focus on strengthening these enabling functions, while also clarifying next steps in the review and update process.

Dear all,
Thank you to the Secretariat for this report on the preliminary results of the survey on the use of the Long-Term Strategic Framework for Capacity-Building and Development. I have reviewed the document and submitted comments on the attached document.
The comments focus primarily on the need to disaggregate findings by region and non-government actors, including indigenous peoples and local communities, women, and youth. With only 16 out of 68 responses (23%) coming from non-government actors, and zero civil society participation recorded in the Europe and Others region, I believe that without disaggregated reporting, the gaps and capacity needs of these groups risk remaining invisible in the final recommendations.
I agree with our colleague Philip, it will be very helpful to see the findings by parties too.
