While 'dangling the carrot before the horse' may be enticing or even lucrative in terms of economic development for Indigenous people, all the pros and cons need to be fleshed out. Indigenous people may jump at biofuel opportunities because it may mean meeting ends for basic necessities. The developed countries will once again make the poor pay for their mistakes by forcing the production of biofuels using exhaustive methods that will ultimately prove detrimental and may do more harm than good.
