Sub-national Implementation

JBF support for sub-national implementation initiatives focused primarily on engagement and capacity-building for Subnational and Local Governments (SNLGs), cities, and other local authorities to implement the Strategic Plan, and on integration of sub-national planning into NBSAPs. The programme supported the development, through a consultative process with sub-national authorities, of guidelines for an integrated approach in the development and implementation of national, sub-national and local biodiversity strategies and action plans. The guidelines paved the way for an increased appreciation and an enhanced understanding by national governments of the roles of SNLGs, which in turn led to increased involvement and commitment of SNLGs in the Convention process. As a result, most current NBSAPs are more relevant to the local context and are subsequently more actively and effectively implemented by SNLGs.
