Informal advisory group on synergies among biodiversity-related conventions

Decision 15/13 - Cooperation with other conventions and international organizations

5. Invites the Liaison Group of Biodiversity-related Conventions, as well as the informal advisory group on synergies, to enhance cooperation, reduce inefficiencies and facilitate synergies between the heads of the secretariats of biodiversity-related conventions, including through thematic consultations, on key issues for the implementation of the Kunming-Montreal Global Biodiversity Framework and to provide common messages or draft recommendations to their respective governing bodies to act upon;

5. Expresses its appreciation for the work of the informal advisory group on synergies, which has contributed to the process of enhancing synergies among biodiversity-related conventions at the international level;

6. Welcomes the advice provided by the informal advisory group on synergies to the Executive Secretary, the Bureau and the Liaison Group of Biodiversity-related Conventions on prioritization and implementation of desirable key actions in the road map for enhancing synergies among the biodiversity-related conventions at the international level 2017-2020, as provided in the note by the Executive Secretary;

9. Requests the Executive Secretary to share the results of the work of the informal advisory group with organizations and other initiatives for which the implementation of the road map for enhancing synergies among the biodiversity-related conventions at the international level 2017-2020 is relevant;

10. Requests the informal advisory group on synergies, subject to the availability of resources, to continue to work during the forthcoming inter-sessional period, in close consultation with the Executive Secretary and the Bureau of the Conference of the Parties, to (a) monitor the implementation of the road map until the fifteenth meeting of the Conference of the Parties, (b) provide the Secretariat and the open-ended working group on the preparation of the post-2020 global biodiversity framework established by the Conference of the Parties at its fourteenth meeting with advice on ways to optimize synergies among the biodiversity-related conventions in the development of the post-2020 biodiversity framework, and (c) prepare a report to be made available by the Executive Secretary to the Subsidiary Body on Implementation at its third meeting for subsequent consideration by the Conference of the Parties at its fifteenth meeting;

11. Requests the Executive Secretary, subject to the availability of resources, and invites Parties to continue to support the work of the informal advisory group on synergies for the purposes outlined in paragraph 10 above;

Decision XIII/24. Cooperation with other conventions and international organizations

15. Further requests the Executive Secretary, in consultation with the bureau, and subject to availability of resources, to establish an informal advisory group on synergies consisting of Party representatives with balanced representation, including regionally, to provide advice to the Executive Secretary, the bureau and the Liaison Group of Biodiversity-related Conventions, as relevant, on (a) further prioritization of actions in the table contained in annex II to the present decision, and (b) implementing the prioritized actions, advice for which the group should identify, involve and consult, as appropriate, relevant experts, including those from other biodiversity-related conventions and other organizations, and report to the Subsidiary Body on Implementation at its second meeting;

16. Requests the Secretariat and the bureau to liaise regularly with the informal advisory group on synergies refered to in paragraph 15 above;

This decision includes two substantive annexes: Annex I, identifying options for enhancing synergies among the biodiversity-related conventions at the national level, and Annex II providing a road map for enhancing synergies among the biodiversity-related conventions at the international level 2017-2020. Many of the actions in the second annex are concerned with actions taken at the international level that will support action at the national level.

. A notification issued on 3 November 2017 informed Parties of the composition of the informal advisory group. The informal advisory group on synergies among biodiversity-related conventions was scheduled to meet in Montreal, Canada, from 17 to 18 December 2017 to advance its work as mandated by decision XIII/24. The report of the meeting was considered by the group in preparing its report to the Subsidiary Body on Implementation at its second meeting, held in Montreal, Canada, from 9 to 13 July 2018.

Decision XII/6. Cooperation with other conventions, international organizations and initiatives

6. Decides, subject to the availability of resources, to establish a regionally balanced informal advisory group, composed of two members per region, selected by the Bureau of the Conference of the Parties to the Convention on Biological Diversity on the basis of nominations by Parties, to prepare, in consultation with the Secretariat, prior to the first meeting of the Subsidiary Body on Implementation, a workshop with the task to prepare options which could include elements for a possible road map, for Parties of the various biodiversity-related conventions to enhance synergies and improve efficiency among them, without prejudice to the specific objectives and recognizing the respective mandates and subject to the availability of resources of these conventions, with a view to enhancing their implementation at all levels; and invites the Liaison Group of the Biodiversity-related Conventions to participate in the informal advisory group;

7. With a view to engaging the other biodiversity-related conventions in the workshop referred to in paragraph 6 above, while recognizing the respective mandates of these conventions, invites the executive heads of the other biodiversity-related conventions to facilitate the participation of representatives of Parties to their conventions, through their standing committees, bureaux or other processes, as appropriate; representatives of each of the secretariats of the biodiversity-related conventions; observers, including the United Nations Environment Programme, the United Nations Educational, Scientific and Cultural Organization, the Food and Agriculture Organization of the United Nations and the International Union for Conservation of Nature, as the organizations which provide the secretariats to such conventions; as well as representatives of indigenous and local communities;

9. Requests the Executive Secretary, subject to the availability of resources, to organize the workshop referred to in paragraph 6 above and to facilitate, as appropriate, cost-effective ways for the informal advisory group to hold discussions, such as through a video-conference, by electronic correspondence, or other means, prior to the first meeting of the Subsidiary Body on Implementation;

10. Also requests the informal advisory group to consider relevant inputs, including the Executive Secretary’s response to the request in paragraphs 17 (b), (c) and (f) in decision XI/6, the outcome document of the United Nations Conference on Sustainable Development, “The future we want”, and the results of the United Nations Environment Programme project on improving the effectiveness of and cooperation among biodiversity-related conventions and exploring opportunities for further synergies, outcomes arising from the work of the Liaison Group of the biodiversity-related conventions, the experience of the Chemicals conventions in improving synergies, and other recent relevant work on synergies;
