National Targets and National Biodiversity Strategies and Action Plans (NBSAPs)
National Targets
In decision 15/6, the Conference of the Parties requested Parties to submit revised or updated national biodiversity strategies and action plans (NBSAPs), including national targets, by the sixteenth meeting of the Conference of the Parties (COP 16).
National targets must be submitted via the Online Reporting Tool (ORT). The dashboard of the ORT provides an overview of the national targets received.

National Biodiversity Strategies and Action Plans
Article 6 of the Convention states that each Contracting Party shall, in accordance with its particular conditions and capabilities:
(a) Develop national strategies, plans or programmes for the conservation and sustainable use of biological diversity or adapt for this purpose existing strategies, plans or programmes which shall reflect, inter alia, the measures set out in this Convention relevant to the Contracting Party concerned; and
(b) Integrate, as far as possible and as appropriate, the conservation and sustainable use of biological diversity into relevant sectoral or cross-sectoral plans, programmes and policies.
Submitting NBSAPs
The national targets and NBSAPs due by COP-16 should be submitted using this Online Reporting Tool. Details are provided in notification 2023-117, notification 2024-064 and notification 2024-103.
Search NBSAPs
NBSAPs submitted after COP 15 (December 2022), in line with the Kunming-Montreal Global Biodiversity Framework, are available on the Online Reporting Tool.

Relevant decisions
- Decision 15/6: The Conference of the Parties requests Parties to submit revised or updated NBSAPs, including national targets, by COP-16, following the guidance provided in annex I of the decision, aligned with the goals and targets of the Kunming-Montreal Global Biodiversity Framework. Parties not in a position to do so are requested to submit their national targets, in advance of submission of their full NBSAP.
- Decision 16/1: The Conference of the Parties urges Parties that have not yet done so to revise or update their national biodiversity strategies and action plans, as requested in decision 15/6, as soon as possible.
