This MOU signals the official adoption of the Conservation Plan for the SSME (ECP) enjoining the three states to work together to conserve one of the most biodiverse marine areas in the world. The ECP consists of the National Plans of the three countries and an Ecoregional Plan of Action to address trans-boundary concerns of biodiversity conservation and sustainable development in the SSME. The MOU also calls for the creation of a governance mechanism called the tri-national committee.

To sign the MOU in behalf of the three governments are Minister Rohkmin Dahuri of the Ministry of Marine Affairs and Fisheries (MAF)-Indonesia, Minister Dato’ Seri Law Hieng Ding of the Ministry of Science Technology and Environment (MOSTE)-Malaysia and Secretary Elisea Gozun of the Department of Environment and Natural Resources (DENR)-Philippines.
